| CORPORATE STATE Definition: Perception of government as ordered, legalistic, yet insensitive to human values. ______________________________________________________________________ * Perception would be based on all eight elements being present. 1. Reluctance of a 'de jure' authority to promote reforms. 2. The powers that be display zero tolerance for criminality. 3. The three arms of government are united in a governing. 4. All tiers of government cooperate to sustain 'collective'. 5. An ability exists to deal with threat to its existence. 6. The continuity of nation-state would be taken as given. That is, no attempt will be made for a revolution or change of status quo. 7. Has formal institutions that are too strong to be controlled or manipulated by an individual, or a select few, or group of persons. 8.
