* All ten elements would be in.

1. Matter is deemed as current, 'live'.

2. Situation has no room for a disinterested party. That is, every sane, right-thinking member of the public must have an opinion on issue, even if this is not expressed openly.

3. Subject matter is polarising, even if not strictly divisive.

4. Issue is not damaging to the generality of the public, even if it is of great concern to all the members in particular society: no fits of pique, no fisticuffs, no destruction, etc. That is, no injury, wound, physical shock, etc. from the event.

5. Matter cannot be resolved by the instrumentality of the law, or through an 'informed debate', a conference, etc. (to emphasize).

6. Discussion and argument lasts for an unnecessarily long period of time (connect to #5).

7. Energy will be dissipated on the issue by way of seminars, confrontations, shouting matches, etc. And matter or bone of contention cannot be affected by a conversation stopper.

8. No physical exchanges will be involved in the 'disagreement' (= discussion and argument), however severe it gets (connect to #4 & #7).

9. Matter will be resolved in the end, one way or another, for good or for evil (connect to #1). That is, it will someday go away.

10. Relationships, coalitions, friendships, etc. that were torn apart, as a result of the controversy, will be renewed or continued, after matter is laid to rest.
