An amount of money that people have to pay for driving their cars into the centre of some cities as a way of stopping the city centre from being too full of traffic. ii. Purposeful and necessary for local authority to impose charge. 2. Has a legal backing, whatever happens to cars in the city centre. 3. Sum will be considered as appropriate and affordable by payers. 4. Parking spaces, loading slots, etc. will be available, if needed. 5.
