Purposeful and necessary (to emphasize). 2. Amount is specific and identifiable. 3. What is allowed can be measured and/or assessed, be it specific or of a range of amounts. 4. Has an authority or basis - law, rule, regulation, etc. - not just determined by the whims of official(s) or operator(s). (To emphasize.) 5. Considered as safe and adequate. That is, amount permitted in situation will not bring or cause an unplanned loss. 6.
