| COMMITTEE OF THE WHOLE (HOUSE) Definition: A meeting of all members of a legislative body when it resolves itself into committee, in order to discuss some matter with a procedure less formal and more flexible than the usual procedure. ______________________________________________________________________ * All eight elements should be in. 1. Purposeful and necessary to adopt style. 2. Listed in the order paper - allowed by the rules. 3. The majority or a quorum will be present at special sitting. 4. The meeting lasts for a reasonable period of time. 5. Achieves goal(s) without causing a division or reorganization. 6. Not regular way of conducting legislative activity. 7.
