| COLLATERAL DAMAGE (1) Definition: Accidental injury to non-military people or damage to non-military buildings which occurs during a military operation. ______________________________________________________________________ * All eight elements would be in. 1. Operation (= war, raid, skirmish, etc.) would be considered as inevitable. That is, 'inefficiency' will be the result of failed efforts at conducting negotiation, holding a truce, observing ceasefire, etc. 2. Persons injured will not be present against warning(s) to be in place or location. Or the buildings will not be those erected without planning permission. 3. There would be no misfiring of weapon or equipment, or friendly fire, or misdirection, etc. that would be claimed as being responsible for injury or damage. That is, specific and identifiable 'targets' would be seen before a firing, an attack, etc. 4. Injury or destruction does not exceed an allowable limit. That is, damage will be the minimum permitted by the 'rules of engagement'. 5. Compensation and repairs will be paid or effected afterwards, on or to the injured persons or damaged things, whether via an insurance payout or through the direct involvement of 'fighters'. 6. Injury or damage would not be prepared/planned for, as it could never have been adequately projected/planned. (See definition.) 7. An apology for inconveniences and disruptions caused would be made by (military) authority which injures people or damaged things. 8. A sudden cessation of the operation would occur afterwards and/or earlier than expected, as a direct fallout of the injury and damage caused. ______________________________ * CONSIDERED AS NEEDFUL.
