Definition: (in Britain) A road on which vehicles must not stop.

1. Purposeful and considered a necessity.

2. Has a legal backing or authorization.

3. Appropriately indicated at the beginning of the road and on road maps, Satellite navigators, etc. as a 'no-stopping' road.

4. Law or rule is enforced or enforceable (see definition).

5. Road is specially constructed, with appropriate provisions for rest areas, lay-by, etc. And fully patrolled (connect to #6).

6. Road serves purpose(s) - that is, no pile-ups, tailbacks, blowouts, etc. occur on this road.
