Purposeful - the receipt, whatever the amount! 2. Person is making an effort to be self-reliant (where possible). 3. Recipient is the right beneficiary. 4. Receipt is from only one source. That is, person does not have more than a single identity, that will enable him or her to collect grants from multiple sources. 5. Person (= lazybones?) has not blocked or did not block or reject an opportunity provided for him or her to be self-employed or independent of the state (connect to #2). 6.
