| CIVIL SERVICE Definition: (usually - the civil service) The government departments in a country, except the armed forces, and the people who work for them. ______________________________________________________________________ * All eleven elements should be in. 1. Purposeful and necessary. 2. Recruitment and appointment procedures into the service are conducted by incorruptible persons. 3. Appropriately staffed - with the right numbers and qualities of employees. 4. People with the right qualifications are capable. That is, workers know their responsibilities and perform their duties efficiently and effectively. ___________ 5. The terms and conditions of service operating in the departments are attractive. 6. Pay and allowances, financial rules and regulations, etc. guiding their operations are established and reviewed, whenever necessary, by an independent department of government (connect to #5). 7. Each department is well-structured and administered, allowing for the employees' smooth progression, growth, development and promotion, succession planning, etc. ___________ 9.
