Purposeful and necessary for the authorities/planners. 2. Physically safe, secured and protected from the destructive activities of nature and exploitative endeavours of man. 3. Its infrastructures will be complete. That is, well-paved, with health and communication facilities, CCTV and security patrol, etc. 4. Has everything; the good (top-of-the-range models), the bad (pickpockets) and the ugly (forgeries, fraudsters, etc.). 5. Well-administered or managed. That is, place will be run by a competent administration, comprising of council and/or union members. 6.
