Definition: An official statement about something special that somebody has done, especially about acts of courage in a war.

1. Purposeful and considered necessary by issuer.

2. Statement is true and is not prepared or written by the hero/heroine (to emphasize).

3. Act or action for which praise is given was actually done by the person being eulogised, with or without evidence (connect to #2).

4. Special thing is/was a difficulty, an 'impossibility' or a rarity in the opinion of the authority (even if heroic act was performed in the line of duty!)

5. Statement acknowledges other contributor(s), if any, to special achievement.

6. Statement was never demanded for by the hero/heroine.

7. Celebrant is alive, even if not present, while statement is read, presented, etc.

8. Statement is never responded to or replied by the recipient.

9. Statement achieves objective(s).

10. Statement is accompanied by a prize, reward, promotion, etc. - not just 'storytelling'.
