Definitions:

i. An invitation to tender is a formal, structured procedure for generating competing offers from potential suppliers or contractors looking to obtain an award of business activity works, supply, or service contracts, often from different companies who have been previously assessed for suitability by means of a supply questionnaire (SQ) or pre-qualification questionnaire (PQQ).

ii. The process by which an organization who is in need of goods/services invites other parties to submit a proposal or bid to provide these goods/services.
