| CHAOS (2) Definition: A state of complete confusion and lack of order. ______________________________________________________________________ * All thirteen elements would be in. 1. Unplanned for - unless state is deliberately created by man/woman to achieve specific objective(s). 2. Appropriate authority or capability exists to put situation under control - but this is overwhelmed or inefficient. That is, rules to ensure understanding and orderliness are not enforced/enforceable. _____________ 3. There is a lack of knowledge or understanding of the full circumstances for those not involved in the state. 4. Cause or reason for, and the nature of, the state is known and/or understood by the people in it. 5. (Reserved.) (Someone or a group of persons will benefit from the state! If not immediately, then afterwards.) _____________ 6. There is or will be an ongoing attempt to contain situation, though this never succeeds. 7. There will be unplanned loss or losses for the majority of persons in the confused state. (Connect to #8.) 8. Fallout or reaction from state is exactly as expected in a confused and disorderly situation - damage or destruction, noise or disturbance, death or suicide, murder or manslaughter, etc. _____________ 9.
