| CENTRALIZATION Definition: The situation whereby the control of a country or an organization is giving to a group of people in one particular place. ______________________________________________________________________ * All eight elements should be in. 1. Purposeful and necessary to centralize control. 2. Agreed to by the majority of the people of country or organization. 3. Has a backing of the law or an authorization in the rule book. 4. Nature and limits of control are specific and identifiable. That is, there is a constitution, charter, etc. that will guide the group of people with specific powers. 5. Persons in charge - with the authority - will be transparent and accountable. There will, therefore, be no complaints or protests, mayhem or riots, etc. arising from maladministration, embezzlement, etc. in the way country or organization is run or managed. 6. Place where cabinet or council (= headquarters) is located will be accessible and reachable, for the majority of citizens or members, by all reasonable and affordable means of transport and communication. 7. Control exercised will be beneficial to a majority of the citizenry or members. That is, there will be no urgent desire or requirement for a reformation, review, cancellation, etc. of arrangement. 8. Surrender of control lasts for only the period that will be allowed or desired by the majority of the citizens or members being led.
