Casting vote
CASTING VOTE

Definitions:

i. The vote given by the person in charge of an official meeting to decide an issue when votes on each side are equal.

ii. When a committee has given an equal number of votes for and against a proposal, the chairperson can give a casting vote. This vote decides whether or not a proposal can be passed.

1. Meeting was properly convened. Or committee was properly constituted (to emphasize).

2. Considered purposeful and a necessity to have a 'final' decider.

3. Person in charge or chairperson was not the one that counted earlier votes and announced a tie, especially if balloting was secret.

4. Issue or proposal, motion or bill, etc. was not sponsored or seconded by who will cast this deciding ballot (connect to #3).

5. (Reserved.) (Ballot is of same 'weight' as the others! And will never very easily be predicted which direction vote will eventually go.)

6. Serves purpose(s). That is, the decision taken by group or committee will be respected and/or followed through.
