Purposeful and necessary (to emphasize). 2. Registered with the appropriate local authority. 3. Has adequate and modern facilities and provisions. 4. Regularly and properly funded from only lawful sources. 5. Management and staffing will be by qualified personnel. 6. Care will be specialized. That is, not an 'all-comers'. 7.
