Definition: A design, action, or decision that is clearly inappropriate.

1. Cannot be explained or excused satisfactorily. NO KUDOS.

2. Would not have basis in law, custom, science. ONLY BOOS,

3. Sure provides no benefit or no saving grace. OR REGRETS.

4. Not realized as inappropriate by 'culprit'. That is, no lesson learned, insult is added to injury, and no apology tendered.

LESS THAN RIGHT.

5. On no account does the 'guilty' pay a price, meaning no sanction suffered therein, with zero consequence in the end as well.

WORSE THAN ZERO.

6. A scofflaw or wrongdoer claims a purpose in the circumstance, as action, etc. is not being done by a demented or an insane party.
