| DEMOCRACY DEFICIT Definitions: i. Occurs when ostensibly democratic organizations or institutions fall short of fulfilling the principles of democracy in their practice or operation where representative and linked parliamentary integrity becomes widely discussed. ii. An insufficient level of democracy in political institutions and procedures in comparison with a theoretical ideal of a democratic government. iii. May be used to describe the absence or underdevelopment of key democratic institutions, but it may also be used to describe the various ways in which these institutions may fail to function properly (e.g. lack of transparency and accountability, technocratic decision making, inadequate participation of citizens in policy making). ______________________________________________________________________ * All twelve elements would be in. 1. Stakeholders are not really truly democratic at heart. 2. Electoral processes that produce main actors flawed. 3. Manifestos - policies, etc. - not sound or robust. 4. Government or opposition parties aren't strong. 5. Separation of powers not actually in operation. 6. Promises & pledges or core values discarded. 7. Challenge of misrule, misgovernment fails. 8. Replacement at end of tenure like same. 9. Considerable loss is suffered therein. 10. Other forms of government disliked... whatever benefit therein. 11.
