| BUREAUCRACY (1) Definition: (often disapproving) The system of official rules and ways of doing things that a government or an organization has, especially when these seem to be too complicated. ______________________________________________________________________ * All six elements would be in. 1. Purposeful and considered a necessity (?). 2. Justifiable in the opinion of its operators. That is, seemingly complicated rules have a basis. In other words, a need for it to be reorganized or reformed will not arise (to emphasize). 3. System is effective.
